Update URI references #24

Describe the bug There are incorrect URI references in the codebase.

  1. INGEST_API uri in ingest_graph_validator/config.py
  2. github remote uri in setup.py

Expected behavior The INGEST_API uri needs to be updated, otherwise it points to an obsolete service and the tool fails to work.
