Summary: I cherry picked @alfonsomunozpomer 's changes from the bugfix/solr-health-endpoint-reports-solr-is-down-when-replicas-are-active branch.
Details: bugfix/solr-health-endpoint-reports-solr-is-down-when-replicas-are-active branch has a PR agains develop branch. We can't merge it yet to the develop branch, as it is already contains the anndata changes and we can't deploy those changes for public yet.
For the above reason we have a release/202302 branch that is currently deployed to public and fallback. I branched off from this branch and cherry picked @alfonsomunozpomer 's changes to fix the health endpoint issue.
