Set up our new VM for SCXA test environment #371

We got a new VM from WP Team to have a test environment for Single Cell Expression Atlas web application. We need to be able to start/stop Tomcat on it. Subtasks:

[x] set up the required folder structures for our web app based on GEGDEVSOP008: Setup tomcat process on web production machine for serving GXA
[x] Make sure Tomcat can be start/stop/restart by our Jenkins Tomcat pipeline
[x] Deploy our web app
[x] Ask the Data Prod Team to populate PostgreSQL and Solr

I did all the above listed subtasks. We are going to have a meeting with Web Prod Team to populate PostgreSQL DB and Solr with SCXA experiments.

I am going to request more memory for this VM, as we only have 4GB and that won't be enough for running SCXA, I believe.
