[Chore] Update latest publication date #433

Just a tiny correction regarding the publication date. Changed from 2024 to 22 November 2023 as that is the date it was published.

I am going to merge this tiny change, as it is just a tiny correction on the latest publication date on the homepage. I don't think it requires a review.
