Prevents No Chat Reports encryption #65

Describe your issue

When Chat Plus is enabled, No Chat Reports doesn't encrypt messages when it is set to do so. Also, if I send an encrypted message while Chat Plus is disabled, then enable Chat Plus, I cannot see that message anymore

MC/Loader/ChatPlus Version

MC: 1.21.1 Fabric: 0.16.9 Chat Plus: 2.3.0

If you send any message while ChatPlus is disabled then you won't see those messages if you enable ChatPlus as ChatPlus stores its own messages separately.
