Volunteer picker

It would be handy some times if we could ask the bot for a random volunteer from a team. For instance:

• Bot, please give me a volunteer from the pipeline team
• Hi Tom W, today's volunteer is Simon Davy

This would involve:

• teaching BennettBot about teams
  • this would need to be fetched from somewhere, ideally we don't want to keep it in the repo
  • we don't use GitHub for teams atm (although we could; everyone should have a github account, I think). It would be a thing for bennett admins to keep up to date though
  • So possibly a google sheet with names and slack usernames (depending on whether we want to @ the selected person). BennettBot already has the relevant credentials to retrieve google sheet data using the google apis.
• Adding a new workspace and python script that takes a team and randomly returns one team member
• Adding a new job config with slack commands to call the python script
• An additional command to list the people in a named team would probably be useful too

I don’t feel like we’ve struggled to find “volunteers” when we need them & I’m now not sure actual (pseudo)-random is a good idea anyway - so I’m probably on the side of closing this ticket.
