Consider PPU measure #1385

This definition is the total possible savings per 1000 patients.

Due to complexities around mixing legacy and standard views, for convenience I ran this SQL and saved the data as an intermediate table, which the measure definition queries.

It looks reasonably interesting:

You can see how deciles have narrowed over time
There is a reasonable spread of variance
