API - documents are out of date, and can we use as fix for NHSE doing simple analyses #3636

Our API page on OpenPrescribing is out of date: it doesn't give details of a number of API calls that are available to users, including measures data, tariff or PPU.

I'm sure where we are with regards to https://github.com/ebmdatalab/openprescribing/issues/1993, but we should consider updating the website accordingly.

In addition, could better use of APIs reduce our reliance on NHSE analysts needing access to BQ to undertake relatively simple analyses on prescribing data?

I'll add to the Data Team backlog. If we're going to be pointing more people to the API we should probably also look at:

Been discussing this at the "other" job, some small changes to the API call may help reducing questions, and improve usefulness of site.
