Lots of questions for final implementation

• Can battlelord proc and give you 10 rage even if MS is not on cooldown?

From blue post, it sounds like you don't get the rage without a proc occuring.

Battlelord no longer increases Overpower damage, and now generates 10 Rage when it resets the cooldown of Mortal Strike.
