Revenge Seismic Reverberation is not implemented correctly #973

It does not look like it reduces damage at all for the secondary hit. It looks like spell id 384730 needs to be applied for the background action to properly reduce the damage

used the proper buff and will be implementing this fix along with mountain thane talents
