Additional Spar Positioning #396

Problem:
- Discontinued spars cannot start / stop at a wing section element
Current Spar definition:
- Spar segment refers to spar positioning
- Spar positioning contains eta / xsi point
Proposed additional option:
- Spar positioning contains section element UId and xsi value.
=> explicit assignment to an element
