Additional Rib Positioning #397

Problem:
- Ribs can not be defined in wing section elements

Current Rib definition:
- Rib definition refers to a rib positioning
- Rib positioning has a start eta and an end eta.

Proposed additional opportunity:
- Make it possible to use a section element UId instead of eta start and / or 
eta end.
=> explicit assignment to an element
