Trailing edge device wing cut out

Problem:
- Wing cutout definition has no inner and outer border

Current wing cutout definition:
- Wing trailing edge: Spar UId or two xsi values
- Inner and outer border from TED outer shape

Proposed additional opportunity:
- Inner border: eta value or ribDefinitionUId + ribNumber
- Outer border: eta value or ribDefinitionUId + ribNumber
- (as the span wise wing cell borders)
