Explicit stringer definition #401

Problem:
- Define and generate tapered stringers (same number at start and end)
- Connect stringers of different cells in span wise direction
- Current stringer definition insufficient for our needs

Proposed additional explicit stringer definition:
- Only possible in a cell
- StringerStructuralUID
- Number of stringer
- Choose 2 of 3:
- Inner border start xsi value
- Inner border end xsi value
- Outer border start xsi value
- Outer border end xsi value
- Stringer angle
- Stringer angle reference

Single stringer without number and end values.
