Fuselage tank definition #403

Currently, there are no means to model a tank within the fuselage. 

As a simple solution a center of gravity and a maximum volume could be defined. 

In a more complex setup, users would be able to describe the tank location by 
pressure bulkheads and other structural elements. However, this would need 
further discussions.

Implemented and initial prototyp in CPACS 2.2.1. 

Check whether it is necessary to extend this in CPACS 2.3. Currently, there is 
no link to any structural elements
