Since the big clean up of CPACS 2.2 the global nodes are mostly empty. 

However, for a reliable design we need to specify TLAR along with the 
configuration. See FrEACs for a list of TLAR and their description and 
documentation. 

The only possible downside may arise if designers expect a configuration to 
fulfill the requirements simply because it is in the same dataset. Hence, it is 
proposed to include a switch to each TLAR specifying whether it is actually 
satisfied.
