The docs seem straightforward, which is nice. Could we change them as much as possible into a format that can be reviewed via git frontents, so markdown or RST instead of docx?

Sounds like a good idea. Especially since a common request (in the CCC anyway) from projects was to put the Technical Charter in .md in their repo, and LF legal said yes that's fine. So doing it for review purposes would help that.
in the template, could the questions be headers or bolded, it is hard to read through it when all of the text looks the same
PR #1 proposes a project submission process. The BSC wanted to see an example of what submission documents would look like before approving the submission process. Thus this PR includes such an example for the eBPF for Windows project.
The documents in this PR are not signed, but are intended show what filled-out documents would look like. Once the process is approved and the submission form is thus approved, then we can go through the signing process after updating the documents to match any changes to the submission forms.
