Nominate projects for 2022-2024 BSC terms #6

This PR follows the process in #5 to initiate a discussion in the BSC for member nomination for the 2022-2024 term.

@dthaler I've updated the lists based on the current state and the charter as of https://github.com/ebpf-io/ebpf.io-website/pull/175 . Unfortunately it doesn't appear that the webmaster for the https://ebpf.foundation website has updated the charter on that page yet, so I can't be 100% sure that the descriptions are accurate for the current charter.

Great, https://github.com/ebpf-io/ebpf.io-website/pull/175 is what was voted on so is the right thing to look at in the meantime.

No longer relevant per the latest charter, amended February 12 2024.
