follow up on https://github.com/ebruneton/precomputed_atmospheric_scattering/pull/2 removed dependencies

I added a script to download the dependencies. I only tested on windows 10, it might be using some new features which may or may bot be available on windows 7.

I am just sharing it because I had to do the work to check it out on windows, but I don't want to put any pressure on you to accept the contribution :) feel free to take it if you're interested, I don't mind either way.
