Minimum version was inaccurately being set to the current Major Version.

Testing in 19.11 to confirm it's working as intended is needed before this gets pulled.

Adding and removing things to folders should definitely be tested with this version in 19.11.

On further testing, the changes to folders for 20.05 are not compatible with 19.11.
