[EPIC] Recovery Mode

Requirements:

Recovery mode seeks to protect the system health. When the Total Collateral Ratio (TCR - Ratio of Total System Collateral to the Total System Debt) is bellow the defined threshold, Recovery Mode will be enabled until the system recovers.

• Liquidation threshold increased to system defined threshold TCR
• Block borrower transactions that would further decrease the TCR
• No minting eBTC except by existing Setts and only in a way that improves the CR, Or by opening a new Sett with a CR > 150%

Parameters:

• TCR Threshold: TBD (150%?)

Recovery Mode CR:

• 150% TCR

• We decided to develop the system without and with recovery mode at 150% in order to model the system with both options. The implementation of Recovery mode will be decided based on modelling results.
