feat: Second burn signature and bootstrapping removal

Tackles https://github.com/Badger-Finance/ebtc/issues/652 and https://github.com/Badger-Finance/ebtc/issues/659

• Removes hardcoded bootstrapping period for redemptions (to be handled manually and with a flexible period through the minimal governance)
• Removes testing implementations around the bootstrapping period (only time warps)
• Adds a new variation of the burn function that only takes an amount and burns the assets from the caller (same permissions checks as the original)
• Introduces a unit test for this signature
