Clean up some obselete code

• parameter sequenceLiq related code could be removed from both LiquidationLibrary._getTotalsFromBatchLiquidate_NormalMode() and LiquidationLibrary._getTotalsFromBatchLiquidate_RecoveryMode()
• parameter sequenceLiq related code could be removed from both LiquidationLibrary._getLiquidationValuesNormalMode() and LiquidationLibrary._getLiquidationValuesRecoveryMode()
• field sequenceLiq could removed from struct ICdpManagerData.LiquidationLocals and ICdpManagerData.LiquidationRecoveryModeLocals
• remove parameter sequenceLiq from LiquidationLibrary._closeCdpByLiquidation() signature
