This is necessary to avoid a "KeyError: '0'" on Ubuntu 12.04 at least.

Hello,

I just improved juju.ensure_num_units in latest release of pytoolbox and added a nice docstring :-)

If you desire to improve OSCIED then there will be some work (not that much):

Cancel this commit (git reset HEAD^; git push -f).
Do not use returned value of ensure.
Test if there is a proxy by using get_service(u'haproxy', fail=False) -> None if missing
