Fixed missing python package by specifying its version #138

Issue

I wasn't able to build the docker image provided with this repository because of https://github.com/docker-library/docker/issues/240.

Fix

So I fixed the version of python to python3 and it works again.

Nice catch! I haven't been using the dockerized since very early in the project, so this has slipped by. We should probably add this to our testing pipeline. Thanks, very much appreciated!
