Mouse wheel on Importance scrolls pane and importance value #247

Should be one or the other - probably makes sense for it to be the importance value.

To reproduce;

Have enough items in a programme to cause scrollbar in the scene
Hover over an importance value and use the mouse wheel

Importance value will change but the pane will also scroll
