Existing monitoring plugins sometimes not connecting to a new Scene #34

E.g, a saved project with monitoring plugins. Insert a Scene. Occasionally, the monitoring plugins will not pass/process any audio. Presumably because they have not received any metadata from the Scene.

Is this still an issue? Think there's been some changes in the connection/handshake logic since this was submitted.
