EBU-TT-Part-3-to-TT-D-conversion-requirements needs updating with the latest changes to SPEC-CONFORMANCE.md. This task was split off from #306.

EBU-TT-Part-3 to EBU-TT-D conversion requirements are not formally part of the Part 3 spec and not required for Release 3 (v2.1) so bumping.
