Merge Policy #29

We have an agreed merge policy for the EBU-TT-D schema.

I assume that the merge policy applies to similar publication types in this case also to the Part M schema. It may be good to also add this to the readme of this repository (also still an outstanding task for @tairt on the EBU-TT-D repository).

@tairt I'm happy to adopt that merge policy here too, in normal conditions. At the moment we seem to be working towards an agreed baseline, and where there are known bugs as pointed out by @spoeschel I would actually like to fix the spec more quickly otherwise those bugs may get propagated accidentally.

We do not have an agreed review group for identifying if a version is suitable for a release, at least not yet.

Understood. You may want to give me until end of today to look through the merge requests. In this case we should push the review deadline of 10 working days to the end when the draft is in a stable state and ready to release.

Regarding the review group: the schemas are a publication of the EBU Timed Text working group and therefore should also be the review group.

Ok. I looked through all of the PR and with the exception of the PR that adds an additional schema the PR look good to me. Thanks @spoeschel for the careful review and @nigelmegitt for the quick fix.

Thanks @tairt I will start to merge the PRs when I can, not sure when, but possibly today.
