Both are relevant, if you look some definitions on the web:
Captions are a transcription of dialogue and are primarily used to help viewers who cannot hear video audio. Meanwhile, subtitles provide a translation for viewers who don’t understand the language being spoken. Reference
It may relevant to validate with EBU-TT workgroup, but for me it's relevant.
I do underline Marc-Antoine’s comment, only a few people knows, most use « subtitles for hard of hearing audience » instead of « captions » even it is definitely shorter and more convenient.
