Migrate to 5etools mirror2 #332

Note: Changes will likely break CI build: .github/workflows/tools-data.yml

I see that the build is pulling the released gz file then doing some magic to use file links instead of the actual images. With the transition to a separate repo for the images, there will need to be some massaging to this.

updated references from 5etools-mirror-1 to 5etools-mirror-2
updated get token functions to use .webp instead of .png
added additional directory paths for monster token

This is good help, but only half. What should happen, is I won't need the images at all. (They'll remain remote). I may have a small few that I bring locally to validate that when you want images to download locally, they will.. but I'll probably do that w/ an SRD-only test (as an example), which should fetch.

All in all, this is a solid attempt, I just had something else in mind and half-started. Closing this, but please know the effort is appreciated!
