dataone: add submitter role to datasets #31

Look at the controlled vocabulary for roles to see which exist, add if not present.

Closing this ticket involves a larger piece of work which is to create LOD URIs for people and organizations. See https://github.com/ec-geolink/design/issues/39#issuecomment-129243768.

This ticket is directly related to #32.

As of right now, the script just puts a non-URI node such as node:urn:KNB really should reference a LOD URI for that organization.
