Fix broken Dockerfile

Debian 11-based Dockerfile did not build. Fixing by:

• fixing wrong versioning of downloaded packages - 1.0.8 -> v1.0.8
• deleting the redundant deb10-based code

Please check especially 03d2aae - the code did not work and moreover, it made a weird environment with Python 3.9 and 3.7 based on Debian 11 and Debian 10. I have deleted it because I have not seen any sense in that, but if there has been any meaning in that, feel free to let me know and propose other ways of fixing the Dockerfile.
