The uses cases don't run in the latest LISFLOOD version #16

There's an issue with attributes of the settings file that the latest LISFLOOD version requires, but that were not defined in the previous templates of the settings file. For instance, the parameter OutputMapsDataType.

I'll fix it in the branch _mekongusecase for all three use cases.

It's fixed for the Po and Mekong use cases, not yet for the Fraser river. In that case, there are 4 settings file in the folder. The newest two of them run, but the lfoptions are very different from the original settings.
