Implement ReasonML bindings for Taquito to make Taquito pleasent to use with ReasonML.

@abate from Nomadic has started ReasonML bindings for Taquito. They can be found here: https://gitlab.com/abate/taquito-bs

Not sure if we should keep these separate/external or possibly merge them into Taquito and maintain them as a first-class feature.

I'm very happy with both solutions. help to finish the bindings would also be great. Or maybe suggest a resonml expert interested in a short term contract to do the job.
