Add Support for NWS APHS Gauges #103

APHS offers gauge prediction, and appears to offer some gauges that USGS does not.

I have a local version created that supports gauges from both NWS, and the meteorological service of Canada. It should be out in about a week - I am making some other changes as well, such as an update to the graph code.

Update: Introduction of relative flow colored lines has been paused because of this issue. It can be done in the future if the potential damage is viewed as insignificant enough (it probably is)...

Will also need to do highlighting for forecasted data, and in the future, should add conversions for units, default units, and the ability to select time ranges.

Irish rivers would also be a good idea to add.

This change has still not been pushed to the main site. We probably want a beta.
