Specify time for email notifications #133

Specify the time to send emails every day. If no email is sent for that day, and rivers come up, an email can be sent later, but the next day should start at the normal time.

Ex, 6am every day. If an email is not sent at 6am (nothing running), can send one at 10am if a river comes up. Then back to 6am next day

Effectively, after an email is sent, no emails until the specific time the following day.
