Highlight Flow into based on Water Level #71

Add some highlighting to flow info to make it clear if the river is too low, too high, a bit low, a bit high, or pretty good.

Perhaps: Red for too low Blue for too high Green for just right With transition colors in between

Implemented by f12ab661513bb7df74152a6e1c45266b6968c97a It is difficult to tell when something is too high or too low. Those colors should be distinctly different
