Fix Smart Quote Issues with Overviews #83

Google docs uses smart quotes by default. These do not work with HTML. We could auto-replace them, or we could skip using the Google Docs editor and use quill instead (recommended path)

We should have a way to prevent the user from having to copy their changes into Google Docs.

We now use the Google Docs HTML (404d6f6901be6efd46bd86438454a345d87c1e89), making this a non-issue.
