stop SGFRDSimulator at t == upto #379

The current implementation does not burst domains in SGFRDSimulator when the time reaches to upto. It causes a problem when used in combination with FixedIntervalObserver because locations of particles are not determined.

I have no idea about the following error in "PublishPipelineArtifact". trying to re-run it

 An error occurred while sending the request. ---> System.Net.Http.CurlException: SSL connect error
