Moving from manylinux1 to manylinux2010 #387

manylinux1 gcc toolchain is very old. We migrate CircleCI manylinux build service to manylinux2010

@0ncorhynchus You need to use the latest https://github.com/pypa/auditwheel to repair the wheel file. (You need to install auditwheel in quay.io/pypa/manylinux2010_x86_64 instead of default auditwheel.) Be careful.
