Based on conversations with OEHHA, update the code to use the same population object (as defined by population.py) used for health impact calculations and EJ exposure calculations. It is possible this is already happening, in which case we just need to clean things up.

As a step 1, look into the following research questions:

[x] Are the health_inputs and population objects truly independent, or are there redundancies?
[ ] How easy or hard would it be to generalize these objects for different population categories? (e.g., 'ASIAN', 'BLACK' > 'Q1', 'Q2')
[ ] How easy would it be to automate the generation of ECHO-AIR ready population files if someone provides Census data from IPUMS?
