Are we planning on using race-stratified incidence?

If so: update the tool to use race-stratified incidence as an option. Set this up so that the tool has built-in incidence data for race-stratified and non-race-stratified.

[ ] Process the race-stratified data from BenMAP into the correct formatting.
[ ] Review Laurel's notes of how the ethnicity component should be handled.

If not: remove from the control file and documentation.
