Racing Harness rework #152

Suggestion Description Would like to see racing harness UI or animation when entering the vehicle. This would improve QoL in the racing scene.

Reason It doesnt make sense that everytime you enter the vehicle its already on. Also, it would help it from being wasted by doing a ooopsie by clicking the seatbelt. Its definitely a force of habit seeing the unbuckle icon. The result of this would help improve the racing scene by not feeling you wasted 40 SVC for equipment that goes away like that.

Maybe also if it could be a permanent upgrade to a car. I would pay 10k for permanent harnesses.
