Random items on the ground where they shouldn't be #195

Description: Currently, I have seen inmates walking around the prison and picking up things that should not be there. There is no arrow to indicate an item on the ground but when you open your pockets you see things on the ground. I have done this as well to test it and found very random items inside the prison such as a whole washing machine. I noticed this on another character a little bit ago and I put in a ticket, it was decided then that it was just someone dumping stuff but now that it's happening inside the prison there's no way that it could be people just leaving things here.

Reproduction Steps: Clearly describe the steps to reproduce the bug.

  1. Be in city
  2. walk around opening your pockets from time to time
  3. occasionally you will find random items on the ground evenb tho no arrow to show them there

Expected Behavior: unless there is an arrow showing something is on the ground there should be nothing there.

Actual Behavior: Stuff is there

I think the drop inventories are not deleting at server restarts. If someone drops something in Drop-423, whatever is there in Drop-423 when it comes up after a restart, it shows that stuff left. It is still happening so it must not be fixed just yet.

I'm not sure if this is being looked at or if people are aware of the bug but I have been seeing people walking around and opening their inventories to randomly find items in the Drop inventory spaces (these items are definitely not meant to be there since they are things that have been dropped and should've been deleted.)

Finding the items randomly is fine, but I feel like purposefully opening your pockets in search of previously dropped stuff intentionally is a bit much.

This is still an issue, even after the server reset.
