Drug Run locals and Boxes not spawning in when at field #355

Reproduction Steps: Clearly describe the steps to reproduce the bug.

  1. Accepted drug run took evc
  2. Go to Cayo drug field
  3. No locals or boxes have spawned

Expected Behavior: Accept drug run go to Cayo drug field and locals and drug boxes are there. Actual Behavior: Went to Cayo drug field and the Boxes and locals are not there when u arrive at the drug field.
