Suggestion Description Make it that you can't put on a scuba suit while moving or falling

Reason I feel that something as complex as an underwater breathing apparatus couldn't be just thrown on like a backpack while running around or mid air falling

Additional context Constantly in chases we see the same strat used where people will get out of a car on the big bridge next to LSIA, start putting on the suit while running and fall off the bridge doing the animation lol. an example is shown below: https://medal.tv/games/gta-v/clips/1jZMI0xcsdOv1O/d1337utU3Diy?invite=cr-MSxSUXcsMTc5NzI4NDkzLA

I feel like not being able to put it while falling mid air is a no brainer, but you should still be able to put it while walking/running (moving).

If it put a wetsuit and flippers on I'd agree. But it's just a tank and goggles. While falling ill agree on though.
