API tweek + New event. #5

Tweek stops server log spam when using the API.

New event is triggered on chunk generation - it can't be cancelled but gives people an operability to run there own code on generation.

I'm gonna use it to set all roads as warzone chunks in factions. I can see many people using it with there chosen region protection systems.

Ok I think it is merged. Git/Eclipse had issues and I am not sure if it actually worked. I need to head out for a while but I will try to validate the merge later today
