Controller: Implement rule setting more natively than HTTP calls #3

In some cases (especially initialization) it might be problematic to make an HTTP call to another app in the same controller. If there is a better way, it should be implemented.

For a linear topology with 10 switches and hosts each, HTTP requests take around 1 to 2 seconds.

Just for the fun, it's not worth it now. If necessary as a result of #29, then naturally to be done, but otherwise, it's not a priority now.
