Serve static files via apache #120

This is not really a Herd issue but more of a server config issue. We should serve static files, including module-doc API files via apache rather than bothering Herd.

Not sure I can do that without losing the count of downloaded modules.

We're not going to do this for now since we want to count downloads in Herd.
